Letter to the editor: What would it be like without property taxes?
By: Keith Colville, The Jamestown Sun Published February 16 2010
Have you ever thought what it would be like if you did not have to pay property taxes?
1) The government couldn’t take your property from you if you couldn’t pay your property taxes. Sole ownership of private property is the very essence of freedom. Because of property taxes, one’s home becomes a liability during difficult economic times. This should never happen. Your home should be a place of security and refuge, not a liability.
2) A couple of years ago the state changed the confiscation law on delinquent taxes from five years to three years. Perhaps it will someday reduce it even further to suit its fiscal convenience.
3) With no property tax you would not have to worry about the assessor being able to enter your home.
4) You would be able to improve your property or home without being penalized through higher taxes. At present, property tax encourages community deterioration.
5) What does the economic development group use for incentives to attract new buildings and industry? They give property tax exemptions to new businesses. If waiving some property taxes for a limited period is beneficial, wouldn’t eliminating all property taxes forever work best of all?
6) Every dollar not spent on property tax could be spent in the community, creating a taxable multiplier effect.
7) North Dakota would be the first state with no property tax. In the context of the most radical tax-and-spend Congress in American history and its assault on small business, can you imagine the building boom and industries that would consider starting up or relocating here?
8) North Dakota has more than 20 sources of revenue; property tax is only one. If, for example, you replaced all property tax with a sales tax, it would amount to about a 2.5 percent levy, and it would bring more taxpayers into the system. This difference would not have to be made up by sales tax alone, it could also come from income tax as well as taxes on gas, oil, coal, wind energy, tobacco, lottery revenues and other state resources.
9) Presently schools receive 70 percent of their revenue from the state, so what would another 30 percent amount to? The same system could be used to fund counties, cities and townships.
10) As of now, 53 percent of the people in Valley City pay 100 percent of property taxes!
If you like the idea of no property taxes, come to a meeting at 7 p.m. Feb. 19 at Pizza Corner, Valley City, N.D., for free pizza and to learn more. Hope to see you there.

Comprehensive Annual Financial Report
.HISTORY: It has been reported that trillions of collective dollars not shown in government Budget reports are shown through Government CAFR reports and they are virtually never openly discussed by the syndicated NEWS media, both the Democratic and Republican Party members, the House, Senate, and organized public education, and as in such over the last 50 years the domestic and international investment assets of US Federal and Local Governments as a whole have taken over the Stock, Derivative, Insurance, and Debt Markets. The collective private sector’s assets and investments as of 2000 are now insignificant in comparison with what US Government now owns by and through investment. With, and being that the CAFR is "the" accounting document for every local government, and with it being effectively "BLACKED OUT" for open mention over the last 60 years, and that this fact of intentional omission of coverage is the biggest financial conspiracy that has ever taken effect in the United States.
First, what is a CAFR? A CAFR (Comprehensive Annual Financial Report) is government’s complete accounting of "Net Worth". The CAFR was established as local government’s complete accounting record starting in 1946 through the efforts of a private group located out of Chicago, IL by the name of Government Financial Officers Association (GFOA)
http://gfoa.organd became mandatory by Federal requirement on all local governments in 1978 to complete if they did not all ready do so.

(Click on heading) What the RWVA (Revolutionary War Veterans Association) is all about: The Appleseed Program is designed to take you from being a simple rifle owner to being a true rifleman. All throughout American history, the rifleman has been defined as a marksman capable of hitting a man-sized target from 500 yards away — no ifs, ands or buts about it. This 500-yard range is traditionally known as "the rifleman's quarter-mile;" a rifleman can hit just about any target he can see. This skill was particulary evident in the birth of our country, and was the difference in winning the Revolutionary War.
So why me? This country was founded and won by riflemen who fought and beat British forces. We invite all interested marksmen to learn the skills and techniques necessary to shoot proficiently; and then hope you'll participate in teaching and practicing with others so that together we can save this great land. Why you? Well, that's simple: if you're on this page we're betting you're a patriot, and we hope you answer the call.
What's a rifleman? In short, a rifleman is an armed American, trained in the tradition of American Liberty. It's a man who has learned to shoot a rifle accurately — accurate enough to score "expert" on the Army Qualification Course. Until you can do that, you're considered a "Cook," unprepared and unqualified to carry a rifle on the firing line of freedom. But after attending an Appleseed AQT shoot, you'll have the credentials necessary to be a true rifleman, and will understand the critical need for defending freedom in this country.
The RWVA is dedicated to the Appleseed Program and encourages every American to learn to shoot.
Recently the T-R printed a letter from GOP governor candidate hopeful and talk show host Ryan Cunningham, where he attempted to take Jack Zaleski and Gov. John Hoeven to task. On the first day of his recently created blog, instead of promoting his political ideas for the future of North Dakota, he used his blog to smear presidential candidate Ron Paul and a local Valley City civic group, Committee for Community Involvement (CCI), by the same old neo-Nazi propaganda, where some Nazi guy somewhere donated some money to the campaign of Ron Paul. Of course, Ron Paul’s unifying message of freedom, peace and prosperity is drawing supporters of all backgrounds. If Cunningham would research any further than some blog hit-piece, he would find out that Republican presidential contender Ron Paul has received more campaign contributions from current and past military personnel than any other candidate. (In fact, the inspiration for my Ron Paul Freedom Pickup “Stars and Stripes” that Cunningham said “shames our nation’s flag,” came from the red, white and blue North Dakota National Guard Humvee. Maybe Cunningham should complain to N.D. Adjutant General David A. Sprynczynatyk about their patriotically painted Humvee.) He would find in “Open Letter to the Jewish Community in Behalf of Ron Paul” by Dr. Walter Block “There is a perception among average Americans that Jews are not Republicans. Dr. Ron Paul has a significant following among Jewish voters, and this group exists to introduce Ron Paul to Jewish communities across the country. Dr. Paul is the only choice for Jews interested in the rule of law, restricted executive powers, separation of powers, checks and balances, the Declaration of Independence, and the U.S. Constitution.” (http://www.jews4ronpaul.org/) He would find that Ron Paul is “Highest-Polling Republican Among Black Voters.” Cunningham would find what Deputy Sheriff Dennis Wise, president of the American Federation of Police, with well over 100,000 members, wrote about Ron Paul: “I would also like to applaud Congressman Ron Paul for his support and forward thinking in trying to help make law enforcement officers across our nation safer each day.” He would find that the Ron Paul 2008 Meetup group has surpassed 74,000 members in more than 1,200 groups, cementing its status as by far the largest 2008 presidential campaign group of any party on Meetup.com. Ron Paul has won more Republican straw polls than any other Republican, won national MSNBC and FoxNews debate polls, won the CNN.com debate poll with 60 percent, won ABCNews.com poll with a whopping 84 percent, won a C-Span online GOP candidate poll with 69 percent. Ron Paul made U.S. electoral history recently with an unprecedented single-day fund-raising haul. In 24 hours, 36,672 unique donors contributed over $4 million online. To conclude, like Paul, CCI has members from diverse backgrounds. While some of us do support Ron Paul, others support Hillary, and some still support Bush. We at CCI have attempted to better Valley City whether you are a Democrat, Republican or Independent. Visit CCI’s website at www.valleycitycci.com. Keith Colville Valley City, N.D.
Keith Colville is getting some attention with his pickup that he spent two weeks on (and lots of work), painting it a patriotic red, white and blue with white stars. He's supporting 2008 presidential candidate, Ron Paul, a Republican Texas congressman. Colville said Paul is an obstetrician who has delivered more than 4,000 babies and is being virtually ignored by the press. However, Paul is enjoying phenomenal success in a realm of the media that did not even exist in former President Jimmy Carter's day: the Internet. Many compare Paul to Carter. Colville wants to get some publicity for Paul, and he's doing that by dressing up his pickup and advertising Paul's name. Colville said he has a $500 pickup and it cost him about $100 to dress it up. When one man saw the pickup, he offered Colville $1,000 for it. But, Colville has other plans for the pickup. He may enter it in some upcoming parades or other events. (Jean Schlegel/VCTR)
Disputing smoking ban claims
04 October 2007
Vicki Voldal's Sept. 26th letter to the editor states, "The facts are compelling: In city after city, state after-state, and country after country, comprehensive smoke-free laws have resulted in reductions in heart attacks." State after State Vicki? Actually, the ONLY two studies of this sort that have looked at state level bans are the NY study you cite and the one I did over a year ago with David W. Kuneman. Our study, which examined eight states AND the entire USA, used entirely verifiable and easily accessible public figures so there could be NO question as to its validity. We also used NO funding beholden to any granting special interest group (unlike the ones cited by Vicki). And finally our study, covering a population base of 70 million people, found NO reductions in heart attacks after smoking bans. Has our study been published in a "peer-reviewed medical journal"? No. As the editor of the British Medical Journal put it, our findings that smoking bans are worthless were simply "Not of interest to the general reader." Nonetheless, the evidence *IS* clear: smoking bans show no significant effect on heart attacks in nonsmokers when examined in truly large-scale public studies. Smoking bans are bad laws based upon lies. People need to see beyond the flashy taxpayer-paid press releases and TV ad productions that push these bans on us through fear and stand up again for the freedoms that made this country great.
